Can I be towed from the parking lot of a closed business?
YES. The contract between a property owner and a tow operator may provide for towing 24 hours a day, 7 days a week, whether the business is open or not.
Some businesses cite liability issues (e.g., car gets damaged while parked on its property; items are stolen from a vehicle parked on its property). The other most frequently voiced concern is that if vehicles are left overnight, customer parking will not be available when the business opens.
There is NO law prohibiting tow operators from monitoring lots. The contract with the property owners governs the terms of the tow.
If your car was towed at the request of an agency, you must first be sure that you don't need the agency's permission to pick up the car.

After a vechicle has been at KAR Towing & Recovery Service for 30 Days, we contact the DOT to determine the last registered owner.

Upon receipt of the owner information from the DOT, a letter is sent to the owner informing them of the vehicle location and that there is a 10 day limit to claim the vehicle. This process usually takes between 1.5 months to 2 months, depending on how quickly we receive the information from the DOT. If the vehicle is not picked up after the 10 day period, we subsequently file with the SOS for a junk or salvage title. Please note that once we have filed for the junk/salvage title it is too late to claim the vehicle.

Once the salvage title is received the vehicle is sent to the junk yard. All vehicle owners are responsible for towing and storage EVEN if the vehicle is not claimed.
Parking spaces in some parking lots are leased to vehicle owners, other parking lots are reserved for customers or employees. Property owners request a towing service to hang relocation signs in their parking lots so that unwanted or violating vehicles can be towed. The Champaign and Urbana city ordinances allow for these violating vehicles to be towed away or relocated without the vehicle owners knowledge or permission
